The Virginia Amendments Projects

The Virginia Amendments Project (VAP) was launched in 2023 with two chief goals:

  • Provide the first publicly available, comprehensive list of the amendments to the Constitution of Virginia since its last major revision; and
  • Actively educate and engage citizens of the Commonwealth, and the public more broadly, about Virginia constitutional scholarship and history.

Richard J. Meagher, VAP Director, is Professor of Political Science and Director of Social Entrepreneurship at Randolph-Macon College in Ashland, Virginia.

Dr. Meagher is an expert observer of local and state politics in the capital city of Richmond, Virginia, and his commentary has been featured widely in print and on television and radio news programs. He is a political analyst for WRIC 8 News, and his commentary and opinion have appeared in the New York Times, Washington Post, the Richmond Times-Dispatch, and his own RVAPolitics site. He is a Faculty Fellow for Brandeis University’s Educational Network for Active Civic Transformation (ENACT), a national program engaging undergraduates in state-level legislative change. His latest book, Local Politics Matters: A Citizen’s Guide for Making a Difference (2020), argues for the importance of participation in city and county politics.

At the national level, Dr. Meagher has published a number of scholarly and popular articles on the role of the Christian Right in the Republican Party and the intersection of religion and social movements. His first book, Atheists in American Politics, was published by Lexington in 2018.

In 2011, Dr. Meagher became the Director of Social Entrepreneurship at the College, teaching students to design innovative and systemic solutions to social problems. He is active in the field of service learning and change-making, and has given numerous talks on the subject to lay audiences.

Dr. Meagher came to Randolph-Macon College in 2009, after teaching for two years at Marymount Manhattan College in New York City, and held previous positions in the non-profit world. He holds an MA in Philosophy and PhD in Political Science from the City University of New York. He lives with his wife and two daughters on the south side of Richmond.


Randolph-Macon College is a private, coeducational liberal arts and sciences college located 15 minutes north of Richmond in the scenic town of Ashland, Virginia. R-MC enrolls nearly 1,600 undergraduate students, who pursue their academic paths in 55 areas of study, including majors, minors, pre-professional programs and other areas.
